Principal's Message And Bell Schedule
Principal's Message
Dear Clegg Families,
Welcome to the Clegg Elementary School family! As we begin a new school year, I want to extend a warm welcome to both our returning families and those joining us for the first time. I’m thrilled to begin my third year as principal, and even more excited to continue the incredible work happening on our campus. The staff and I are honored to work alongside you and your children this year.
At Clegg, we hold a deep belief in the importance of the work we do each day. Here’s what guides us:
-
We understand that every day is a fresh start. We greet our students with positive intent and open hearts.
-
We know our role goes beyond academics—we’re committed to nurturing the whole child: academically, physically, socially, and emotionally.
-
We believe in clear, consistent, and thoughtful communication with families—sharing both concerns and celebrations.
-
We recognize that meaningful relationships are the foundation of powerful learning experiences.
-
And above all, we remember that every decision we make is centered on what’s best for our students.
Thank you for entrusting us with your child. It’s a responsibility we don’t take lightly. We encourage you to be present on campus—whether it’s volunteering, visiting, or simply stopping by to say hello. You were your child’s first teacher, and you remain their most important one. We look forward to being partners in your child’s educational journey.
We also invite you to get involved in our school community through opportunities like the PTA, School Site Council, or volunteering in classrooms and at events. Together, we form a strong team of parents, teachers, and staff—all working toward one shared goal: the success of every student.
We can’t wait to see what this year holds. Go Cubs!
Warmly,
Mark Murphy Principal

Absence Policy & Front Office Procedures
- Excused & Unexcused Absences
- Early Pick Up
- Independent Study
- Tardiness
- Student Data/Emergency Cards
- Child Custody
Excused & Unexcused Absences
Regular school attendance is important. For attendance accounting purposes, the only legally excused absences are illness, a visit to the doctor or dentist, and bereavement. All other absences, including parent requests are unexcused. The Westminster School District is part of the Orange County Truancy Project. Students having more than three unexcused absences or excessive excused absences may be subject to a School Attendance Review Board (SARB) hearing.
If your child must be absent, please notify the school as soon as possible by calling the office or leaving a message on the Attendance Hotline (714) 893-5078. If you do not call, you must send a written, signed excuse with your child the day they return to school. State the reason and the date of the absence. Absences not verified within a week become unexcused absences.
Early Pick Up
Independent Study
Independent Study (IS) provides students with an alternative instructional strategy that allows them to complete coursework outside the traditional classroom setting. It is designed to accommodate students who are unable to attend school for an extended period due to health, travel, or personal reasons, while ensuring that academic standards are met. Independent Study is meant to be short-term for absences of 3 to 15 consecutive school days. Parents must submit a request for independent study at least 5 school days in advance so teachers can gather the necessary material to send home and complete. Completed and approved independent study work is credited as full attendance for the days covered. If the student fails to complete the assigned work, the days may be marked as unexcused absences, and academic credit may not be awarded. Independent Study is not intended for frequent or recurring absences.
Tardiness
Tardiness not only interrupts the instructional program but cultivates bad habits that are difficult to reverse once a child reaches middle school. A student who arrives after the 8:00 bell must come to the office to sign in and receive a tardy pass for entering the classroom. Please be sure that your child leaves home in time to arrive at school before the bell rings. Parents will be notified of excessive tardiness. The only excused tardies are if your child has a doctor’s or dentist verification of appointment.
Student Data/Emergency Cards
We must have current information at all times regarding home, cell, and work telephone numbers, place of employment, babysitter’s numbers, etc. in order to contact a responsible person in case of an emergency. If any information listed on the emergency card changes during the year, please notify the school office immediately. It is important to remember that we may not release a child to anyone other than those persons officially designated by you on the Emergency Card. Students may be released only to persons eighteen or older with a picture ID.
Child Custody
It is most important that we be made aware of and have on file at school any legal papers that deal with unique circumstances concerning your child. Simply noting on the emergency card a statement such as, “Do not release my child to...” is not enough. We must have a copy of legal documents concerning custody. Please be advised that the natural mother or father can obtain their child from school at any time unless a court order is on file indicating otherwise.
Health & Wellness
- Accidents/First Aide
- Medications at School
- Physical Restrictions
- Communicable Diseases/Illness
- School Lunches/Breakfast
Accidents/First Aide
Considerable care is taken to ensure that Clegg School is a safe place for students and staff. When an accident occurs it must be reported immediately to the adult in charge. School personnel may administer first aid. In case of serious injury, parents will be contacted and paramedics may be called. It is most important that the Emergency Card be kept current. Emergency first aid is given by school personnel if a student is injured at school. If care beyond immediate first aid is needed for school injuries, the parent is called. Ill or injured children are to be taken home by parents or persons designated on the emergency card. The office is not responsible for caring for ill children for long periods of time. Ill or injured children are not permitted to go home alone or on the school bus.
Medications at School
Students are forbidden to have any medication in their possession at any time on the school bus or on the school premises. This includes aspirin, cough drops, and sore throat lozenges. No medication can be administered at school unless appropriate forms have been completed by both a doctor and a parent. Medication must be stored in the school office only and must be brought in a container appropriately labeled by the pharmacy (student’s name, medication, and dosage).
Physical Restrictions
Notes from parents requesting Physical Education exemption following an illness or injury may be honored by the child’s teacher for a short period of time. Requests for exemption from Physical Education for one week or longer require a physician’s documentation of need.
Students with a serious injury who are attending school with a brace, cast, crutches, slings, splints, or a wheelchair must have a completed ‘School Participation Following Injury/Illness’ form, signed by their doctor and submitted to the front office. This form can be located on the WSD website (link here) or you can get a hard copy from the front office.
Communicable Diseases/Illness
If your child shows symptoms of illness during the night, please keep him/her home the following day. Students must be fever free without the aid of a fever reducer for 24 hours before returning to school. PLEASE NOTIFY THE SCHOOL OFFICE IMMEDIATELY WHEN A COMMUNICABLE DISEASE IS SUSPECTED OR DIAGNOSED. Children recovering from communicable diseases such as measles, mumps, chicken pox, pediculosis (head lice), etc. must be readmitted to school through the office.
School Lunches/Breakfast
Breakfast is available at no cost to all students each morning from 7:30 to 7:55 a.m. Our daily hot lunch program is also free and includes milk, juice, fruit, and vegetables. Students are welcome to take a full meal or just select individual items, even if they bring lunch from home. All students can receive free breakfast and lunch at school. Menus are posted online at www.wsdk8.us.
Visiting & Getting Involved on Campus
Closed Campus/Student Check out
Safety is our first concern at Clegg. To prioritize your student(s) safety, we are a closed campus. While we continue to welcome parents on campus, we need to be aware of who is on campus at all times. Because of this, all visitors must sign-in through the front office before entering campus. No visitors are allowed to enter campus through the gates located on Sunnycrest. Please remember that these policies are in place to protect your child/children. We appreciate your support in maintaining a safe learning environment for your children.
Students may not leave the school grounds after arriving at school without office authorization and parent consent/request. Students leaving the campus during school hours must be signed out by an authorized adult or family member specified on the emergency card through the school office. Photo ID is required to sign a student out.
Volunteers and Visitors
Volunteers & visitors are welcome at Clegg. However, all volunteers must have a current negative TB test on file in the school office and complete the Clegg Volunteer Agreement Form. All visitors and volunteers must make prior arrangements with school personnel to visit campus. Volunteers must sign in each time through the school office. To protect the welfare and the security of students and staff, visitors are required to check in at the school office upon entering the school grounds. (Penal Code 627.2). After you are finished volunteering, please check out at the main office before leaving campus.
PTA
The PTA (Parent Teacher Organization) is actively involved within the school. Its members contribute hundreds of volunteer hours in their efforts to assist the school, its students and the school community. The primary goal of the PTA is to further child welfare at home and at school. Each year this outstanding organization provides many services for our school such as funding for field trips, June Fest, Family Nights, Book Fair and more. We encourage all families to join the PTA in September to support these programs. If you are interested in becoming actively involved as a PTA volunteer, please call the school office.
Fundraisers
Fundraisers are extremely important for our programs at Clegg School. The money generated from fundraisers is to support activities, such as field trips, special programs, assemblies, and other important educational events. Children are not encouraged to sell door to door but rather to sell to friends, relatives or neighbors.
Academics & Related Materials
- Academic Expectations
- Academic Honesty
- Classroom Standards
- Library & STEAM Lab Time
- Chromebook Usage
- Textbooks/School Equipment
- Parent Conferences
- Progress Reports/Report Cards
- Classroom Requests
Academic Expectations
All students should know that their parents and teachers expect them to be successful in school. Success is measured in terms of scores/grades in classwork, homework, tests, and report cards. Teacher comments to parents should indicate whether their student is aware of academic expectations and cooperative in the mutual process of accomplishing success.
Academic Honesty
Academic honesty is a core value at our school and is essential to fostering a respectful and responsible learning environment. Students are expected to complete their own work and give proper credit when using ideas or words that are not their own. Cheating, copying, or plagiarism in any form is not acceptable and will be addressed appropriately. We encourage families to support students in developing good study habits and integrity in all academic efforts.
Classroom Standards
Students who misbehave detract from their own ability to learn and distract other students from their ability to learn. When time is taken to correct a student’s misbehavior it comes directly from the time available for instruction. This is unacceptable. Therefore, each teacher has established standards for their classroom. These standards are posted in each classroom. Failure to follow classroom expectations may result in disciplinary action from the teacher or administrator.
Library & STEAM Lab Time
Using the library & STEAM lab is a privilege. The behavior expected from children is the same as that expected when students are in the classroom. Students are expected to be responsible for the materials they use. Books checked out should be returned on time and in the same condition they were originally lent. Lost or damaged books or equipment must be paid for by the end of the year.
Chromebook Usage
Chromebooks are to be treated with the utmost of care. Do not have water or liquids of any kind near your Chromebook. Chromebooks taken home must be fully charged (100%) when you return to school. Chromebook passwords should NOT be shared with other students. If another student has gotten ahold of your students password, please contact your students teacher right away. Always check that nothing is on the keyboard before closing your Chromebook to help prevent screen damage. If a Chromebook is damaged or lost, the student/parent is responsible for the repair costs. District insurance is available.
Textbooks/School Equipment
Parent Conferences
Individual parent conferences are held twice a year: fall and spring. Everyone is invited to have a fall conference and the spring conference is for at-risk students or parent requests. This is a time to meet with the teacher and discuss your child’s progress, strengths and weaknesses. Please be prompt in returning the proper paperwork for scheduling conferences. If you have any concerns regarding your student, please contact your child’s teachers to try and resolve any issues or concerns you may have. You may request a conference with your student’s teacher at any time.
Progress Reports/Report Cards
In compliance with the Education Code, the parent or guardian shall be notified by the teacher during each grading period whenever it becomes evident to the teacher that the child may receive unsatisfactory grades issued as academic or citizenship marks. Progress reports are sent home several weeks into each grading period. Report cards are issued each Trimester.
Classroom Requests
Personal Items
Personal Items Policy
All personal items such as iPods, video games, sports equipment, skateboards, roller blades, etc. are not to be brought to school. The school assumes no responsibility for personal items of value lost or damaged at school. Be aware that bringing these items in backpacks for after school use is not an acceptable reason for bringing such items to school. Students may bring a cell phone/smart watch to school as long as it is off and in their backpacks during the instructional day. Administration does not look for “lost” cell phones/smart watches and does not assume responsibility for confiscated personal items. Taking pictures or videos using a cell phone/smart watch is not allowed. Cell phones/smart watches may not be turned on until a student has exited the campus and is off school grounds. Communication with home must be dealt with through the front office, NOT through personal devices. Non-compliance to this policy may result in disciplinary action.
Lost and Found
Emergency Preparedness
Emergency Preparedness
First aid emergency drills are held on a regular basis so that children will have automatic responses to emergency signals. Please contact the school if any emergency information needs to be changed. Clegg School has an Emergency Plan which will be followed in case of a disaster. Following an emergency such as an earthquake, students will be kept under school supervision and released only to parents or an adult designated on the emergency card. Your cooperation is necessary in any emergency. Do not telephone the school. Telephone lines may be needed for emergency communication. Do not drive to school. If you wish to pick up your student, walk to school when possible. Streets must be kept open for emergency vehicles. You will be required to sign your child out with school personnel before your child is released to you or your designee. Impress upon your children the need for them to follow the directions of any school personnel. Please discuss emergency plans with all members of your household. Planning ahead may well save lives.

General Pick Up/Drop Off Safety
It is very important to us that your child arrives at school and returns home safely each day. All students must be inside the gate until they are picked up by their adult. Students are not to leave the gate without an adult present nor wait outside the gate for an adult to pick them up. No students may wait by themselves for their siblings to get out of class. As we are a closed campus, no parents or other adults are allowed on campus during drop off unless they are signed in through the front office. No parents may enter campus through student gates. Kindly, exit the school grounds/parking lot at 8:00am bell so teachers can begin instruction. If you need to contact your student after this time, please go through the main office.
Morning Arrival and Afternoon Dismissal
When dropping off and picking up your children, we ask for your cooperation on the following:
-
Drop Off Procedures:
-
No students are to be on campus before 7:30 a.m. unless they are registered with the ESP program. There is no supervision before this time.
-
There will be 2 gates open for students to walk through in the morning, one by the kindergarten playground and one located by the student drop off next to room D1. Other gates are designated for staff use only. This is for the safety of all children.
-
If you drop off your student, please do so in the north Sunnycrest parking lot which is designated for student drop off. Follow the arrows and drop your child off in the drop off zone near the center gate. Do not leave your car unattended in the drop off zone. It is not a parking area and you can be ticketed by HBPD if you do so. Continue moving forward as courtesy to other drivers. Do not enter the staff parking lot, as this is for staff and buses only. Handicap parking spots are for those who have a handicap placard displayed only.
-
All students are expected to go directly to the blacktop area of the playground and to place their belongings on their designated dot. If they are getting morning breakfast, they may go after they drop off their items. Students are not going to their classrooms to drop off backpacks.
-
Students are expected to be in the playground area (behind the yellow line) before the 7:55 a.m. bell rings. Students are not to be wandering the campus before the bell rings. They may play on the playground or with the balls before the bell rings. All balls must be properly put away when the bell rings and students go straight to their line to line up.
-
The gates will be locked 5 minutes after the bell rings at 8:00 a.m. Students arriving after this time will need to check into the main office for a tardy pass before going to class.
-
Pick Up Procedures
-
After school kindergarten parents may pick up their children by the side gate near the bus drop off.
-
We have three designated dismissal gates for students in grades 1–5:
-
Grade 1: Dismissed at the gate next to Room E1. This is a hand-to-hand dismissal, meaning a staff member will release each student directly to their parent or guardian.
-
Grade 2: Dismissed at the gate next to Room D1. This is also a hand-to-hand dismissal.
-
Grades 3–5: Dismissed through the middle gates. These students are released independently, unless other arrangements have been made.
-
Parents waiting for older children after Kindergarten dismissal may wait with their younger children at the gates.
-
No child may wait on or off campus for siblings without adult supervision.
-
Students are not to be wandering the parking lot area after school.
Bus Regulations
In our district, bussing is provided to students who have no other safe route to school, as determined by the District. Please review the below bus regulations with your child if they ride the bus. Riding the bus is a privilege. Students riding the school bus shall conduct themselves in a safe, orderly manner while on the bus or at the bus stop. The driver is to be obeyed at all times. Bus riders are to go immediately to the bus as soon as they are dismissed from school. Improper conduct on the bus will result in a loss of that privilege and/or disciplinary action.
Walking to School
If your student is walking to school, please review the daily route with your child as well as the following walking rules. Students are to go home immediately after dismissal.
-
Walk to and from school along the same route daily, as designated and agreed upon by both parent and student.
-
Walk directly from home to school and from school to home, unless previous parental permission has been obtained to change the routine.
-
Always walk in a group of two or more students.
-
Use sidewalks enroute whenever possible.
-
When crossing streets, use the pedestrian walkways only and check for cars.
-
If there is a change of plans, please make all arrangements before school so your child is aware of who is picking them up.
Riding to School
Only students in 3rd-5th grade may ride their ride to school. When arriving and exiting campus, all wheels must be walked. Bicycles must be parked in the bike rack by the main office and must be locked. Two bikes may not be locked together. The school is not responsible for lost or damaged bicycles. State law requires bicycle riders under the age of 18 to wear safety helmets. Students are not permitted to wear shoes with rollers in the soles.
E Bikes
Similar to other schools in the area, in efforts to ensure safety of our student body, we will be implementing an ebike certification program for students. Beginning August 26, 2025, to park an ebike on campus, students will be required to complete an online ebike safety training course.
Westminster School District has partnered with PedalAce, the leading provider in online ebike education, and has secured a 50% discount to our families.
Once completed, students can email their certificate of completion to EBikePermits@wsdk8.us and pick up their ebike sticker at your student’s school office within three business days.
Extended School Program (ESP)
Our school offers an Extended School Program before and after school for families who need extra day care outside of school hours. This program is offered free of cost and does require enrollment ahead of time. Please thoroughly review the ESP Parent Handbook here if you plan to enroll your student in the after-school program: ESP Parent Handbook.
-
Drop-Off and Pick-Up Times: ESP operates from 6:00–8:00 AM before school and from 2:00–6:00 PM after school. Parents are welcome to drop off or pick up their child at any time during these operating hours.
-
Parent Pick-Up Procedures: All students must be signed out by a parent or authorized adult in the main ESP room (Room D2) using the digital attendance system. Once the parent checks in, a staff member will call for the student to come to the front and meet them. To maintain a secure and focused environment, parents are kindly asked to remain in front of the ESP room only during drop-off and pick-up times. Exceptions may be made on a case-by-case basis, such as when a student needs to retrieve a lost item or use the restroom.
Preschool
Clegg Elementary School houses a district preschool classroom on campus. Enrollment for this program is through the district via the Land Early Learning Center at 714-898-8389. This program runs from 7:00-5:00 with daily student nap time from 1:00-3:00. For drop-off and pick-up, guardians must use full signature to sign their child in/out at the gate according to their specific contract hours. The classroom can be reached by calling 714-894-7218 ext. 1425. Students will only be released to adults named on their emergency card; identification is required.
Dress Standards
Providing students with a safe and positive learning environment is a priority at Clegg. It is our belief that coming to school ready to learn includes how a child dresses. It affects his/her overall behavior and safety. Failure to adhere to dress code will result in a phone call home to bring alternative clothing or loaner clothing, as available. Purposeful non-compliance may result in disciplinary action.
Clothing/Shoes/Hats/ Accessories
-
All clothing should be appropriately sized to the child. Excessively baggy or loose fitting clothing is not recommended for school.
-
Blouses and shirts should cover a child’s midriff and avoid exposing their back. Tank tops must have at least one inch straps.
-
Any clothing that advertises or promotes alcohol, smoking, drugs, gangs, profanity, or violence should not be worn to school.
-
Shoes should be secured to the foot and appropriate for participating in PE and playing on the playground. Flip flops, crocs and backless shoes or sandals are not appropriate for school.
-
Hats may be worn for sun protection outside the buildings only. No hats are allowed to be worn during class time (Ed Code 35183.5).
-
Accessories should not interfere with the learning environment and or safety of the child while at school.
-
Wallet chains, large bracelets and earrings, and other such jewelry may not be appropriate or safe to have at school.
-
Extreme hairstyles or colors are not allowed.
-
Clothing, such as shorts, skirts, and dresses need to be a modest length. We use the fingertip rule - if a child places their arms at their sides, clothing should be as long as, or longer than, their fingertips.
Behavior Expectations
- Student Behavior Standards
- Code of Conduct
- Clegg PBIS Matrix
- Recognition for Positive Behaviors
- General Behavior Expectations & School Rules
Student Behavior Standards
All students should be aware that their parents and teachers share the expectation of them to be on their best behavior while in school and on their way to and from school. Students are expected to develop responsibility for their own actions, to cooperate with others, to develop a positive attitude toward their school learning process, and to be courteous to others at all times. It is the responsibility of the student to be aware of the school rules.
Code of Conduct
Clegg PBIS Matrix
Our school uses a Positive Behavioral Interventions and Supports (PBIS) expectations matrix to clearly define and teach appropriate behaviors across all school settings. The matrix outlines specific expectations—such as being prepared to learn, responsible, safe, and respectful—in areas like the classroom, hallways, cafeteria, and playground. By using this consistent framework, we help students understand what is expected of them and recognize positive behavior. Students attend a monthly assembly to review our behavior expectations at Clegg. Please review the matrix with your child (or children) and support these expectations at home. These expectations will also be reviewed in your student’s classroom. The PBIX Matrix is found in Index 1. For a link to this matrix to see a full screen version, click here: Clegg PBIS Matrix.
Recognition for Positive Behaviors
Appropriate school behavior is encouraged by all of the Clegg staff. We have both classroom and school level recognition programs that promote good behavior.
-
The earning of ‘Cougar Cards’ is an ongoing program. Students may visit the ‘Cougar Cart’ and exchange their coupons for prizes throughout the school year.
-
PAWS and Academic awards are given by each teacher for academic success, outstanding effort, friendship, etc.
-
Accelerated Reading and ST Math awards are given out throughout the course of the year awarding students for their progress.
-
Students are recognized in the morning announcements for “Cub of the Week.”
General Behavior Expectations & School Rules
-
Rules are necessary to ensure the safety and welfare of all children at Clegg. These rules apply before, during and after school anywhere on the campus. If something at home affects the well-being and safety of the students or the school, the school can get involved. This may result in appropriate disciplinary actions.

Playground Rules and Procedures
Just as we are specific about classroom rules, we should be clear with students about our expectations on the playground. Teachers will take some time to go over these rules for which the children will be held accountable, however you should also review these rules with them as well. We will hold students accountable for following all school rules.
General Playground Expectations
-
Students are to remain behind the yellow line during recess time.
-
Students are expected to drink from the water fountain and use the restroom, as needed, during their recess time. Students should not ask to go to the bathroom after the recess bell has rang or right after they get back to class.

The restrooms and drinking fountains are not a part of the playground area and they should not be a place to congregate or play.
-
All students are encouraged to participate in some game or activity. Body contact games are not permitted.
-
No students should be in a classroom without adult supervision at any time (this is a State Law as well as prudent from a liability standpoint).
-
All snacks at the recess break must be eaten at the lunch tables prior to heading out to the recess yard. Food is not allowed on the playground.
-
Gum chewing is not permitted at any time on campus.
-
Students are to remain out of the trees and shrubs.

-
Teacher or yard duty decisions are final: Adults supervising the game help make sure it’s fair and fun for everyone.
-
After the bell rings, all students are to follow the freeze bell procedures. The procedures are as follows:
-
When the bell rings, all students get off playground equipment, hold all equipment in use (i.e., balls, jump ropes, etc.), then squat or sit on the ground.
-
When deemed appropriate, a staff member will blow their whistle.
-
After the whistle is blown, students will hold all playground equipment (not dribble) and walk the equipment to be put away in the equipment container. If they do have any equipment, they are to walk straight to their line. If they see equipment not put away, they may take the responsibility upon themselves to put the equipment away.
-
Once in their line, students will sit on their dot, face forward, and wait for their teacher's directions.
Parent Interaction
Playset and Wood Box Rules
-
Use equipment properly and safely – No climbing on parts not meant for climbing (e.g., outside of slides, roofs, or railings).
-
Wood chips stay on the ground and in the wood chip box.
-
Always go down the slide feet-first, one at a time.
-
No pushing, shoving, or rough play.
-
Take turns using the playset equipment, including the slide, the monkey bars, the parallel bars, etc.
-
Wait your turn and be respectful of others using the equipment.
-
Keep hands and feet to yourself at all times.
-
Include others and be kind to others.
-
Food is not allowed on the playground.
-
Swingset: If the whole swing set is full, a person wanting to get on a swing would stand a reasonable distance in front of the person they are ‘counting on’ and they would count 20 full swings (back & forward). For example, the student would count every time the other student’s legs go in the air. Once the student counts to 20 swings, the other student is expected to get off of the swing.

-
‘Outcourts’ - after the ball hits the wall, it bounces outside of the court lines
-
‘Redos’ - the players who were playing previously get to restart their game
-
‘Blocky’ - when someone goes in front of you and blocks you from hitting the ball correctly
-
‘Poppies’ - when the ball hits the ground and the wall at the same time, sometimes it will make a pop sound.
-
‘Sidies’ - when the ball exits the court lines on the side of the court
-
‘Sabatoging’ - when someone fakes hitting the ball
-
‘Treetops’ - when the ball hits the top of the handball wall but then goes over the back
-
‘50/50’ - bounces off the corner of the wall
-
‘Babies’ - when the ball is hit softly
-
‘Waterfalls’ - when the ball skids down the wall
-
Waiting in line:
-
Wait your turn in line; no cutting.
-
Wait patiently for your turn.
-
Stay out of the way of the game - no interferences. Wait on the court lines but do not go into the court. Interferences are cause for ‘redos.’
-
No ‘sabatoging’ allowed.
-
Serving rules:
-
The student gets 3 attempts to properly serve the ball - proper serving looks like the ball hitting the ground 1x before hitting the wall and inside the lines or ‘in court.’
-
If the ball double bounces before hitting the wall or hits the wall without bouncing on a serve, you can re-serve the ball.
-
‘Outcourts, ‘babies,’ or ‘sidies’ are not allowed on serves - the ball must bounce inside the court lines after the ball hits the wall.
-
‘Slicies’ are allowed on serves.
-
If you are not able to serve the ball properly after 3 attempts, the other person gets to serve the ball and it can be an ‘outcourt.’ An ‘outcourt’ is where someone can hit the ball outside of the court lines.
-
The person who won the previous game gets to stay in and serve the ball for the following game.
-
Playing rules:
-
Players can only hit the ball with a fist(s); no open-handed hits. Open-handed hits/flat hands are an automatic out.
-
‘Bullets’ are an automatic out.
-
‘Slicies’ are allowed during game time.
-
‘Babies’ are allowed during game time.
-
Take turns hitting the ball.
-
Players are out if the ball bounces twice before they can return the hit, they hit it out of bounds, completely over the wall (did not touch the wall), they miss the ball, or they break a rule. If a student is out, they must go to the end of the line and wait patiently for their turn again to play.
-
If there is a disagreement about who is out, the majority of the court gets to decide the final decision. No questions asked.
-
‘Redos’ are allowed with ‘blockies,’ ‘poppies,’ ‘sidies,’ ‘treetops,’ ’50/50,’ or ‘waterfalls.’
-
There is absolutely no ‘sabotaging’ allowed in handball. This will result in an automatic out.
Four Square Rules
-
Whoever hits the ball out of court is responsible for retrieving the ball.
-
Good sportsmanship is expected at all times - no arguing, name-calling, or rough play.
-
Definitions:
-
‘Rolly redos’ - if the ball starts rolling, you get a redo
-
Waiting in line:
-
Wait your turn in line; no cutting.
-
Wait patiently for your turn.
-
Stay out of the way of the game - no interferences. Wait on the line next to the court. Interferences are cause for ‘redos.’
-
Serving rules:
-
You can not smack the ball really hard on a serve - it must be a fair & returnable hit.
-
The server gets 2 attempts to properly serve the ball. Proper serving looks like hitting the ball in a way where it can be returned and within someone’s square. The server gets to choose who they hit it to.
-
Whoever got the student in the game previously out, gets to serve for the next game.
-
Playing rules:
-
The ball is allowed to bounce 3xs within your square before you have to hit the ball to someone else’s square. You can hit the ball at any time within those 3 bounces.
-
Players can hit the ball with any hand shape: fits or open-handed.
-
Players are out if the ball bounces more than 3xs within their square before they return the hit, they hit it out of bounds, they miss the ball, or they break a rule. If a student is out, they must go to the end of the line and wait patiently for their turn again to play.
-
You are only allowed to kick the ball to scoop the ball up and then hit it with your hands to another square. Kicking the ball directly into another square results in an automatic out.
-
You can catch the ball if the ball is still in motion while in your hands before hitting it to another square. You are not allowed to catch the ball if the ball stops moving, unless it’s the end of the game. Catching a ball that stops moving is an automatic out.
-
If there is a disagreement about who is out, the majority of the court gets to decide the final decision. No questions asked.
-
‘Redos’ are allowed if the ball hits in between two different squares and the players do not know whose ball it is or in the case of ‘rolly redos.’
Nine Square Rules
-
No kicking the ball.
-
Whoever hits the ball out of court is responsible for retrieving the ball.
-
Good sportsmanship is expected at all times - no arguing, name-calling, or rough play.

-
Serving rules:
-
The ‘king’ or ‘queen’ serves the ball.
-
The server gets 2 attempts to properly serve the ball. The server gets to choose who they hit it to. The ball must be hit up, not thrown over the poles. The ball must go over the poles and into another person's square. No spiking or dunking on a serve.
-
Playing rules:
-
The ball is not allowed to touch the ground.
-
Players can hit the ball with any hand shape: fits or open-handed.
-
Players are out if the ball hits the ground in your square, if you hit the ball out of bounds or if you hit the ball under the pole.
-

-
If a student is out, they must go to the end of the line and wait patiently for their turn again to play.
-
Students rotate forward in the nine square, if someone gets out in front of them.
-
No catching the ball, unless it’s the end of the game. No ‘dunking’ at any time during the game. ‘Dunking’ would result in an automatic out.
-
If there is a disagreement about who is out, the majority of the court gets to decide the final decision. No questions asked.
-
‘Redos’ are allowed with interferences.
Discipline Policy
Discipline on Campus
The Clegg School-Wide Discipline Plan has a focus on developing responsibility for one’s own actions. The School-Wide Discipline Plan is based on a code of conduct which is reinforced through specific rules developed for all areas and school activities, including but not limited to the classroom, playground, lunch tables, hallways, bathrooms, offices, etc. This plan also includes the offenses for which a student may be suspended under the California Education Code.
Consequences
Consequences help teach accountability, encourage better choices in the future, and ensure that all students feel secure and supported. Consistent consequences also help reinforce school rules and show that all students are held to the same standards, which promotes fairness and responsibility across the school community.
All staff use positively stated classroom rules, explicitly taught expectations, positive reinforcements & reward systems, and pre-correction strategies to reinforce proper behavior. When a student fails to follow the school or classroom rules, the following practices and consequences may be given to correct the behavior. This is not a comprehensive list of all interventions.
-
Conference with the student
-
Verbal warning
-
Behavior support plan
-
Confiscation of objects (parents can retrieve at the end of the day)
-
Break time at a bench or other designated area
-
Removal of preferred activity
-

Severity Clause
For some cases, students may be sent directly to the principal on the first offense. The principal will notify parents and determine the appropriate consequences. Some offenses are automatically an administrator-managed office discipline referral. If you have questions about what types of behaviors are staff-managed versus administrator-managed, you can refer to the Referral Definitions in Index 2 at the bottom of this document, or click here: Referral Definitions.
Bullying
We are committed to providing a safe, respectful, and inclusive learning environment for all students where students come to school feeling secure, supported, and ready to learn. Bullying of any kind is not accepted and will be addressed promptly and appropriately.
Bullying is defined as the same individual or same group of individuals hurting another person (body, feelings or belongings) on purpose and repeatedly. There is usually a real or perceived imbalance of power. The student who it's happening to has tried to get it to stop (i.e., refuse bullying, walk away, report to a teacher, etc.) and it won’t stop.
Bullying can take several different forms, and it's important for parents to recognize the various ways it may occur. Understanding these types of bullying can help families identify concerning behaviors early and work with the school to ensure every child feels safe and supported.
The main types of bullying include:
-
Physical Bullying – Involves hurting someone’s body or possessions. This includes hitting, kicking, pushing, or damaging personal belongings.
-
Verbal Bullying – Includes saying or writing mean things, such as teasing, name-calling, threats, or inappropriate sexual comments.
-
Social (or Relational) Bullying – Involves hurting someone’s reputation or relationships. Examples include spreading rumors, embarrassing someone in public, or intentionally excluding them from a group.
-
Cyberbullying – Takes place online or through digital devices. It includes sending mean messages, posting harmful content, or using social media to threaten or humiliate someone. Should something happen online, students are encouraged to take screen shots of the action and bring it in to their teacher as proof the action has occurred.
When dealing with unkind actions, we always encourage our students to try and solve the problem on their own before it gets to the point of bullying. Students should always inform their teacher of what is happening when it happens so the teacher can help get it to stop before it reaches the point of bullying. We value our partnership with families in promoting kindness, empathy, and respect both in and out of the classroom. If you have concerns regarding this topic at any point throughout the school year, please immediately contact your student’s teacher to resolve this issue when the issue arises and before it escalates to bullying. The teacher needs to know what is happening when it happens so they can get it to stop immediately. Should an issue continue after you’ve addressed it with their teacher, you may contact the administrator to report an issue.
Bullying is not tolerated at Clegg. Bullying behavior is not acceptable at any age and is subject to disciplinary consequences.
Zero Tolerance
It is against the law to bring dangerous objects to school. Any student who brings a firearm such as a rifle, pistol, or gun, or any look–alike firearm to school will be recommended for expulsion from the District and arrested by the Huntington Beach Police Department.
Any student who brings a knife to school will be suspended from school, and may be recommended for expulsion from the District and arrested by the Huntington Beach Police Department.
Any student who uses an object in a manner that poses a danger to students and/or school staff will be suspended from school, and may be recommended for expulsion from the District and arrested by the Huntington Beach Police Department.
If there is reasonable suspicion that a student possesses a dangerous object, that student may be searched.
If there is reasonable suspicion that a student has an illegal or dangerous object in his/her desk or backpack a search will be made of that area.
The school reserves the right to search students' materials at any time. Students who have broken our zero tolerance rule or have threatened the safety of others are subject to future searches, as per the discretion of the school or administrator.
Suspension
There are situations which arise that cause the school to take action for the protection of other students. These offenses are identified in the Education Code and state that a student may be suspended from school (even if they occur while on the way to and from school) if they:
-
Caused, attempted to cause, or threatened to cause physical injury to another person;
-
Possessed, sold, or otherwise furnished any firearm, knife, explosive or other dangerous object unless, in the case of possession of any such object, the pupil had obtained written permission from a certificated school employee, which is concurred on by the principal or the designee of the principal;
-
Unlawfully possessed, used, sold or otherwise furnished, or been under the influence of any controlled substance, as defined in Section 11007 of the Health and Safety Code, an alcoholic beverage, or intoxicant of any kind;
-
Unlawfully offered, arranged, or negotiated to sell any controlled substance, as defined in Section 11007 of the Health and Safety Code, an alcoholic beverage, or an intoxicant of any kind, and then either sold, delivered, or otherwise furnished to any person another liquid substance, or material and represented the liquid, substance, or material as a controlled substance, alcoholic beverage, or intoxicant;
-
Committed robbery or extortion;
-
Caused or attempted to cause damage to school property or private property;
-
Stole or attempted to steal school property or private property;
-
Possessed or used tobacco, except as provided in Section 48901;
-
Committed an obscene act or engaged in habitual profanity or vulgarity;
-
Unlawfully offered, arranged, or negotiated to sell any drug paraphernalia as defined in Section 11264 of the Health and Safety Code;
-
Disrupted school activities or otherwise willfully defied the valid authority of supervisors, teachers, administrators, school officials, or other school personnel engaged in the performance of their duties;
-
Knowingly received stolen school property or private property
These offenses, if they occur, are handled directly through the Principal’s office. Teachers also reserve the right to suspend students.
